pets into Turkey

Our situation may differ from some as we live onboard full time, we have with us our pets ie 2 cats & 1 dog. We had planned to cruise Turkey next year but have just recieved e-mail from the Turkish Consulate that they will only accept 1 pet into turkey. This applies with no exception.
